All Referees must be certified and currently registered (2011) by USSF at Grade 8 or higher to work HSC games.
If you were registered in 2010 and haven't yet renewed for 2011, please visit the California North Referee Association website to register (www.CNRA.net). Click on the US Soccer Registration link to the right. US Soccer provided your login ID and password. If at all possible, please register with a credit card on the web to expedite the process. If you must register by mail, your application must be postmarked by June 1 to obtain your registration prior to the start of the fall season. On-line applications using credit cards typically take 2-3 weeks to process.
If you were registered in 2010 (or earlier) but let your registration lapse, please contact the (www.CNRA.net) for further information.

Referee Information
There is no longer a team obligation or bond to fulfill a specific
number of games. For referees who'd like to donate their pay
to a team or to HSC, they will need to write a check back to the
team or club
All Referees will be paid for working HSC matches.
Checks or direct deposits will go out by the 15th of each month
for the prior month.

Become a Heritage Referee
The requirements to become grade 8 referee are as listed.
USSF-certified instructors will teach the ELC clinic.
The entry level course is 18 hours of referee instruction
conducted over six 3 hour sessions, culminating in certification
as an USSF Grade 8 Soccer Referee.
You must attend all classes and the field session in order
to take the exam. Upon
completion of the classes and passing the written examination, you
will be registered to referee this year.
Heritage SC will provide you with a 10 piece Referee kit
provided you successfully complete the course.
This is for Heritage SC members only.
New youth Referees that work 5 Heritage games in the same
calendar year will receive a refund for the class and book fee.
A $25 Visa gift card will be given to youths that work 10
games or more in the same calendar year.

Youth
Refs
We do allow youths who are affiliated with HSC to take these
classes and work HSC games. You must be 14 years old by August 1
2011 to sign up for a clinic.
All Youth Refs will be paid for their work.
Mentoring will be provided for all youth refs from the
club.

Information
Class fee is $30 for everyone pass or fail
Registration fee $40 for folks that pass
Re-tester fee is $30 and $40 registration
HSC youth refs get 1 retest paid by HSC, $35 value
HSC youths get their $30 class fee refunded once they work 5 HSC
games, 10 games they get a $25 Visa gift card along with the pay
to work games
HSC adults pay for class and registration fee
HSC referees all get a starter kit, $60 value

AYSO
Refs
If you are an AYSO Referee
with a certification level of Intermediate or higher, it is
possible to obtain cross certification to a USSF level 8 Referee.
Beginning (Regional) level referees cannot cross certify
with USSF.
It may take months to

Referee
Sign-Ups
HSC protocol
for signing up for games is as listed.
Schedule will be posted in 1 month blocks, 2-4 weeks prior
to games throughout the season.
Please sign up for at least 1 AR assignment for every
Referee assignment.
Initially only sign up for a maximum of 3 games per day, any open
assignment remaining 1 week before the games are free-for-all
provided your ability and rating is appropriate.
Please don’t
hog the CR spots.
HSC Referee
Administrator reserves the right to re-assign or sign out referees
at our discretion.

Signing Up to Work Heritage Games
Referee assignments for Heritage home league games are done on the
web at RefScheduler.To
sign-up to work HSC games, you need to follow the following steps:
1) Go to http://refscheduler.net/
2) Choose "USSF" and click "Continue"
3) Click "Continue" for "CA-N"
4) Select District '4' from the menu and
click "Continue"
5) Select "HSC" for your club and click
"Login"
6) Select "New Referee Sign-Up" and follow
directions
Once you have completed this process you will be contacted by HSC
to complete your registration. You will not be activated unless
your USSF registration is current.
Game scheduling is done on the same site.
Schedules will be released (with an accompanying announcement) in
one month blocks, 2-4 weeks prior to the games. The HSC
Ref Administrator reserves
the right to move and assign referees as he deems appropriate. |

Sign-Outs
Sign up for
games knowing that you will cover that spot.
Try to absolutely limit removing yourself from games.
Please remove your name 1 week prior to the game date if
you cannot fill that spot.
Removing your name from a match puts us in a bind at late
notice. We know things
come up last minute, but please consider finding a replacement
first. Refscheduler
has a 6 day lock period. This means you must contact us should you
need to be removed within 6 days of the game date.

Pre-Game
Please arrive
30 minutes prior to game start.
Come dressed to referee as a team: appropriate matching
socks- pulled up, appropriate shoes (black, not tennis shoes),
valid badge, all black shorts no stripes and black under shirt
will show that you’re ready to go as a team.
Wear yellow
unless there is a color conflict.
Referee may want to wear red, blue, green or black.
Be prepared
to show proof that you are currently registered. Carry your
registration card with you.
Complete your
player checks on the sidelines prior to the teams taking the
fields. Do your best to start on time.
If one of the teams doesn't have 7 players by 15 minutes
after scheduled start, don't start the game, they forfeit.
Please visit
our referee page on our website for rules for different leagues
prior to heading to the field.
Remember- you
can't sign up to referee any games when a family member is
playing. Please make
sure that both coaches agree if a team referee is used prior to
the game.
If a referee doesn't show up and you are the CR or you step in to AR,
please e-mail me and identify who was there and what action you
took to fill the slot.
If
the CR doesn't show, the first AR on the schedule should do the
game. |
Mentoring and Evaluation Program
This is a new program for Heritage SC in 2011 and the idea is to
offer extra support to our new and existing Referees looking to
move up. We will set
you up with a mentor who will work with you and offer you
additional training, evaluations and feedback needed to become a
successful referee for Heritage SC.
Rating
increases require that an assessment be done at both CR and AR
prior to any changes.
Please let me
know ahead of time so we can coordinate to get you started.

Send Off Procedures -

Referees

Should you send off a player or coach, here are step-by-step
instructions for your post-game procedures:
1)
If a player is sent off and shown the red card (either a
straight red or two cautions resulting in red card) or a coach is
sent off, collect
the player's/coach's pass at the end of the game.
2) Write down the
details of the incident on your match reports (player's name, pass
number, team and description of incident).
This will be your notes that you will use to enter in the
online system.
Within 24 hours
3)
The Center Referee that issued a Send/Off (Coach or Player)
must fill out fill out the on-line Send Off and Incidence reports
at the link below.

It only takes a few minutes and you will receive a PDF copy of it
immediately.
4) If you need any
assistance, especially with the "Referee's Explanation" section,
don't hesitate to contact Allan or Ken before you submit.
5) Mail the
player pass, match report and completed send-off report to the
disciplinary chairperson for the appropriate league. The
